Google requires a certification process for click trackers called Google Transparent Click Tracker Certification. This enables click tracker transparency for paid Google ads. Rakuten is not currently certified for this program and does not have a certification timeline.

If you wish to promote your advertiser partners via Google Ads, you will need to have the link you submit to Google Ads send users directly to your site first, where they can then click on the Rakuten affiliate link. Before doing so, please review the advertisers’ paid search policies.
